Obama Restarting the Cold War?

The AP is reporting that, for the first time since the fall of the USSR, we have Russian attack subs off our East Coast. It seems that even people half a world away can see that our current administration is too preoccupied with defending their domestic agenda and too ideologically leftist to defend our interests overseas. Does this mean our internationally beloved president is restarting the cold war?
